Scenarios are images of plausible futures developed by diverse stakeholders. The process of developing scenarios is well structured and includes several building blocks. The first such building block is the focal – or critical – question: an open-ended question that guides the development of the scenarios. Getting this step right means that the subsequent steps on the journey can be undertaken with purpose and direction.

This facilitated session is capacity-building- by-doing. Workshop participants interact with one another to gain insight on the wider current realities, the main topics and actors, to then conclude with the negotiation about a critical question.
